Tuner Search

How's the best tuner in the area? I'm in Central PA near Harrisburg. I've got a 2010 Challenger SRT with a Kenne Bell Mammoth. It is having trouble getting through emmisions. No trouble codes. Just "Not Ready for Testing" feedback to the test machine.
